The Navy Annapolis Flight Center Facilities

NAFC and the NAFC Annexes are equipped with pilot briefing areas. These are permanent structures located at Lee Airport that provide adequate shelter to students waiting for their training flights. The briefing areas are equipped with telephone communications to the FAA Flight Service Stations and Baltimore TRACON. Students have access to weather radar at NAFC Annex 2. In addition, NAFC is equipped with aeronautical charts, the current AIM and the Baltimore Washington TAC denoting local flying area and the TFR.

Substitute Aircraft Policy

Except for minor substitutions, a veteran or service member enrolled in a flight course may train only in the aircraft approved for that course. If a particular aircraft is not available for some compelling reason, the veteran or service member may be permitted to train in an aircraft different from that approved for the particular course, provided the aircraft substituted will adequately meet training requirements for this particular phase of the course. The approved substitute aircraft must be at the lower rate.

Credit Evaluation Policy

A written record of any previous training will be maintained in the student’s folder. The Chief Flight Instructor or Program Director will grant credit as appropriate for all previous training and shorten the flight course appropriately. Evaluation of prior credit may be based upon a review of training records and other transcripts, oral and or written examination, flight check or a combination thereof. Any credit granted shall be indicated on the enrollment certification and the student notified.  For additional transfer credit information, see Undergraduate Transfer Policies

Attendance Policy

Students using federal educational assistance benefits under Title 38, U.S. Code, are required by VA to complete a minimum of 15 hours of instruction per quarter (defined as every 90-day period following the date training began). Exceptions may be granted due to weather, illness or other unavoidable circumstances and must be documented in the student folder to be considered acceptable. There are no observed legal holidays.

Completion of the course must be within the time frame stated in each course.

Students using VA benefits who fail to meet these quarterly minimums will be place on probation for the following 90-day period. If the student, during the probationary period, again fails to meet these minimums, they will be terminated for the purpose of VA payment effective the last day of that quarter. A student may be reenrolled only after evidence is shown that the conditions relating to unsatisfactory attendance has been satisfied.

Progress Policy

Flight Training: A VA student who fails a Stage Check will be placed on probation. If the student fails the next Stage Check, that person’s training will be terminated and the VA promptly notified. The student may be reenrolled for VA benefits only after evidence is shown that conditions which caused the unsatisfactory progress has been rectified and the facility determines there is a reasonable likelihood that the student will progress satisfactorily. Maintenance records and flight log records will be furnished to the student on demand/requirement.

Ground School: A VA student who fails to pass the FAA written exam appropriate to the aircraft certificate or rating sought will be placed on probation. If the student again fails the written exam, the person’s training will be terminated and the VA promptly notified. The student may be reenrolled for VA benefits after the written exam has been completed successfully and the facility determines that there is a reasonable likelihood that the student will progress satisfactorily.

Conduct Policy

The student will at all times comply with the Federal Aviation Regulations and applicable airport course rules. The student shall follow the school’s Safety and Standard Operating Procedures at all times. Violation of FAA rules and regulations is cause for dismissal.

The student shall, at all times on the airfield, conduct themselves in a responsible and orderly manner. Students shall appear for all scheduled ground and flight training unless an emergency occurs or prior arrangements have been made. Violations of these conditions are cause for dismissal.

Training Syllabus

A student at the time of enrollment must receive a copy of the Baltimore FSDO approved Training Course Outline (TCO) via NAFC or Advanced Aviation Group online source. See TCO, Syllabus and SOP Acknowledgement Form. The course outline, including course description, for each program for which approval is requested, shows subjects or units in the course, type of work, or skill to be learned, and approximate time to be spent on each subject or unit.

Solo Flight Time and Carrying Passengers

Passengers shall not be carried on any solo flights as specified in the TCO during any phase of training. “Solo” flight is defined as the pilot alone in the aircraft. “Pilot in Command” may be applied to the solo requirement provided only persons authorized by the school are onboard the aircraft.

Refund Policy

This school maintains a policy of refunding the unused portion of tuition and dues in the event the eligible person fails to enter the course or withdraws because of relocation or deployment at any time prior to completion. See the Refund Policy on the Payment Options page.  Ground school fees are not eligible for a refund.

Medical Certification

All students must hold a Class I or II medical certification. Students using VA benefits must hold a Class II medical.

Graduation Requirements:

To graduate, a student must have successfully met the following conditions:

  • Complete all FAA Part 141 requirements commensurate with the certificate sought.
  • Successfully completed all required program assignments.
  • Attained a minimum overall academic grade of 85%
  • Passed the FAA written examination with a minimum score of 85%
  • Fulfilled all financial obligations to the school

Upon completion of the program, the student will receive a Graduation Certificate to take the FAA Practical test.
